The question of what is good depends primarily upon the energy resources of the environment. Whether there is a harnessible infinite energy source and whether it is risky to attain, determine what is the most efficient way to achieve "Good". So I'm basically saying we need better physics to answer your question. With an infinite energy source it is a question of administration but with finite energy it is a question of "energy mining" efficiency.
