Your arguements is similar to the idea that AI in a black box is safe. But it is not.

I mean that the radio code will be sent not by stupid Upiterians, but by a supercivilization, that wants very much to be undestanded. And they could know that 33 persent of all possible civilization lives on planets like Earth and use 2D vision for perception. And they could send 3 typed of instructions - one for Earth like planet, and other for different type.

To send such message they nedd stellar energy so it is for sure postsingular civilization.

All that they have to send is a Seed AI with some hidden goals. It could be run on pneumatic computer, because it will not influence the result. This Seed AI will learn to understan local languege.
