If by "universal" you mean "universal to minds in general" then no
such universal standard exists. The proof is that for every mind who
believes that "X is good", it's possible for a mind to exist who
believes that "not X is good". Therefore any concept of what you want
to achieve has to reference some subset of possible minds, or else be
non-universal in the sense that some minds would like it and others
would hate it.
