We already do, it's called Linux ;P

You'd refrain from modprobing the sound drivers, and other servers. If
you only needed a text web browser (Lynx) then it'd be even quicker
because you would need to initalise the video hardware.

On the other hand, who here actually ever turns off their computer? :P
